In 1737 and again in 1743, New York’s coopers complained to the colonial government that “the pernicious custom of breeding slaves to trade” reduced “the honest and industrious tradesmen . . ” They complained that New York City merchants used their slaves to build barrels for themselves and sometimes even competed with the coopers by selling the barrels to others. Although the lieutenant governor agreed with the skilled workers, they were unable to convince New York’s Colonial Assembly to pass protective legislation favoring them over slave owners.

In 1663, just before the British took over the colony, the Dutch granted unconditional emancipation to half-free blacks in the colony, who numbered about seventy-five. 38 With British rule, slavery in New York gained a new stringency, and free blacks, too, were affected by the new rulers’ desire to control slaves. British colonists’ concern with regulating slavery resulted from Britain’s increasing involvement in the African slave trade. The Duke of York held a controlling interest in the Royal African Company, which sought to make the New York Slavery in Colonial New York 27 colony a major market for slaves.
